VACANCY: Manager
of Finance and Administration

Reporting to: Director of Finance and Administration

The Indonesian International Education Foundation (IIEF) is an
Indonesian not-for-profit organization specializing in scholarship management
and international education through the administration of international
language tests and national professional certifications, and the management of
numerous programs sponsored by various major international donor and funding
organizations. IIEF (

Position Summary

The Manager of Finance and Administration will provide
overall financial and administrative oversight under the supervision of the
Director of Finance and Administration. He/she will ensure all financial
transactions are in accordance with IIEF and sponsor policies and procedures
and Indonesian GAAP.
Areas of program responsibility include, but
are not limited to, accounting, budgeting, financial analysis and reporting,
cash-flow management, financial deliverables tracking, payroll, asset
management, procurements, , and basic HR-related issues.
The
position will require intense communication with various stakeholders,
including the partner offices in the US (primarily New York and Washington,
DC).

He/She will have
the following specific responsibilities:

Accounting and
Finance

·
Monitor finance and accounting functions in
accordance
with
Indonesian GAAP, IIEF financial policies and procedures, donor requirements,
partner requirements, and all other applicable laws, rules and guidelines
including budgeting; asset management; cash flow management;
payroll; tax issues; variance and accounts analysis.

·
Manage the preparation and
maintenance of a variety of financial records and reports, including those
related to the general ledger, accounts payable, accounts receivable,
inventories, fixed assets; ensures the purchasing of materials, supplies and
equipment are conducted in accordance with all applicable policies and
procedures.

· Prepare Monthly/Quarterly/Midyear reports and
Annual Financial Statements, as well as financial reports to donors and
stakeholders.

· Ensure the adequate application of internal controls.

·
Oversee staff in the performance of all month-end closing activities
including general ledger closing, balance sheet reconciliations and
organizations overhead cost allocation.

·
Ensure that all documents and processes for
Account Receivables are fulfilled and well-recorded based on set schedules,
including invoicing, AR journals, AR reconciliations, reports, etc.

·
Prepare and present annual financial statements
and other reports and documents for audits.

Administration

·
Manage office administration, operations and logistics matters in line
with organizational requirements and all other applicable laws, rules and
guidelines.

·
Ensure procurement and administration policies and procedures are
adhered to and compatible with donor criteria and all other applicable laws,
rules and guidelines.

·
Maintain registration requirements at all times in accordance with
applicable laws.

Human Resources

·
Manage benefits and compensation packages. Monitor timekeeping to
ensure timesheets are recorded in a timely manner and in compliance with IIEF and
sponsor policies and procedures, and all other applicable laws, rules and
guidelines.

Requirements:

·
Minimum of an advanced degree in accounting or finance. A professional
accounting qualification (such as CPA) preferred.

·
Strong financial management
skills; ideally in both the commercial
and not-for-profit sectors in a mid-level management role with at least 7 years
of progressive financial management experience in
a medium to large organization dealing with commercial corporations and multiple donors.

Proven expertise in practical financial
accounting and grant management, including financial planning, monitoring of
grant compliance, and the management and establishment of internal controls

·
Solid familiarity and experience with not-for-profit fund accounting, including knowledge of rules and
regulations governing the compliance/regulatory management of grants. Familiarity
with US government rules and regulations and working knowledge of OMB
Circulars.

·
Demonstrated understanding of
Generally Accepted Accounting Principles, financial reporting, general ledger
accounting systems, budget variance analysis and administration is required.

·
Knowledge of SUN System
accounting system is a plus.

·
Effective verbal and written
communication, analytical, organizational and prioritization skills.

·
Self-starter with initiative is
required.

·
Proven ability to successfully
communicate project purposes, goals and objectives and initiate and maintain
positive relationships with IIEF staff, program staff, partner staff and donor
agencies is required.

·
Must have excellent fluency in
English, both oral and written.
